Every staffing arrangement carries a recruitment cost. The only variable is whether it is printed on an invoice or folded into a monthly rate you will never negotiate. Founders ask it plainly: is there a recruiting fee for offshore staffing, and who actually absorbs it. Yes, nearly always. The providers who say otherwise have usually moved it somewhere quieter, which is a pricing decision rather than a discount. Outstaffer's own answer sits on a published pricing page, which is either useful or an admission, depending on your mood.

The Reserve Bank has just made this argument for me, in an entirely different market.

On 1 October the card fee stops being your customer's problem

From 1 October 2026 the Reserve Bank removes surcharging on card payments and cuts domestic interchange caps on the same day. Its conclusions paper on merchant card payment costs puts $1.8 billion of card surcharges into the Australian economy each year, of which consumers carry an estimated $1.6 billion. The media release confirms the date.

That $1.8 billion does not evaporate on 1 October. It relocates.

What does that do to a thirty-person services business

Take a firm turning over $6 million with 60 per cent of receipts on card, so $3.6 million through the terminal. At the new consumer credit interchange cap of 0.3 per cent of transaction value, interchange alone is $10,800 a year. Interchange is one component of a merchant service fee, so read it as a floor. Until 30 September you could put the number in front of the customer. From 1 October it lives inside your margin or inside your price list, and nobody outside finance sees it again.

Now hold that $10,800 next to what you pay to fill a seat.

So is there a recruiting fee for offshore staffing, or is there just a rate

Remote Staff publishes the clearest version in the Australian market. Its FAQ states "There is a Placement Fee of AUD 8,000+ GST per staff" for clients who want to hire directly. That is a real number you can budget, argue about, or walk away from.

Set it against the card arithmetic. The interchange floor you can no longer pass on costs a shade more each year than one published placement fee. One is a line item you will fight over. The other you just started paying and did not notice.

Outstaffer charges a percentage of first-year salary on Talent Recruitment, and states there are no platform, onboarding or setup fees on Employer of Record, HR Management or Contractor Management, with employment from USD $250 per employee per month. Whether that is good value is your call. It is at least a number, which is the part most cost comparisons never reach.

Where the fee goes when nobody prints it

Into the monthly rate, the exchange rate, the notice period, or the replacement guarantee you will use once in three years. A provider quoting an all-inclusive hourly rate with no recruitment line has not stopped recruiting for you. It has stopped itemising, which is what every Australian merchant starts doing on 1 October.

The strongest case for burying the recruiting fee

It is real, and I will make it properly. A founder with no cash for an $8,000 placement fee can still hire tomorrow if the cost is amortised into a monthly rate. Cashflow beats transparency when you are nine weeks into a vacancy and losing revenue. The RBA is removing surcharges partly because visible fees were being set well above cost, so visibility alone guarantees nothing. Fair enough.

The counter is narrow. A buried fee is one you cannot benchmark, and a bad first hire compounds quietly.

Three questions. What is the recruitment component, stated in dollars. What happens to it if the person leaves in month four. What is the monthly fee if you strip recruitment out entirely.

If the provider cannot separate the three, you are not buying a service, you are buying a bundle priced by someone who knows more than you do. Open an account and read the fee schedule yourself. Or wait until 1 October and watch the entire payments industry demonstrate the point.
