The roles in an allied health practice that can be filled from overseas are the administrative ones: claim submission, rostering, service agreement administration, accounts and reception. The hour spent with a participant cannot move, and neither can personal care delivered in somebody's home. On 19 October the National Disability Insurance Agency redrew that line in money, and any practice reading the notification as good news has misread which half of its payroll the money covers.

Get advice on your own award coverage before acting on any of this.

Outstaffer employs overseas staff for Australian practices, so read this as disclosure rather than pitch: Employer of Record exists because the administrative half of a practice is the half nobody funds.

The NDIA Repriced The Allied Health Hours That Cannot Leave The Country

From 1 December 2026 the maximum price for four NDIS support items rises. The Agency published the change on 19 October. Assistance with Personal Domestic Activities goes from $61.16 to $65.73 an hour, and Specialised Home-Based Assistance for a Child moves the same way. House Cleaning goes from $60.10 to $64.59, House or Yard Maintenance from $59.01 to $63.42.

Work the percentage out and it lands on 7.47 for all four. That figure is mine, not the Agency's.

Behind it sits a Fair Work Commission decision lifting wages for employees under Schedule E of the Social, Community, Home Care and Disability Services Industry Award, through the gender-based undervaluation priority awards review. The money has a destination before it arrives.

What those four items share: every one is delivered inside a participant's home, by a person standing in it.

What $4.57 An Hour Pays For, And What It Does Not

Take a provider billing 400 hours a month of Assistance with Personal Domestic Activities. At $4.57 an hour the price limit moves $1,828 a month. Real money, already spoken for, because an award rise is why it exists.

Now read the rest of the same notification. Providers are told to discuss proposed changes with participants, and an existing service agreement can only be changed once the participant agrees. Every current agreement, one conversation at a time, before 1 December. Forty-two days from today.

Does the increase pay for the work it creates?

It does not. The notification confirms the claiming process and support item numbers are unchanged, so the hour your practice manager spends renegotiating an agreement carries no item number and never did. It is overhead, and 7.47 per cent does not reach it.

One full-time administrative seat here sits near the Australian Bureau of Statistics figure for average weekly earnings in May 2026, $2,083.70 for full-time adult ordinary time, roughly $108,352 a year before on-costs. Outstaffer publishes an Employer of Record fee of $250 a month per employee, $3,000 a year, with the salary underneath it.

Which Practice Roles Can Be Filled From Overseas, And Which Have To Stay

The movable set is narrow and dull, which is why it gets ignored. Claim submission and rejection chasing. Rostering and shift confirmation. Service agreement preparation and variation. Invoicing and reconciliation. Inbound reception, appointment reminders, and the plan expiry tracking nobody owns. We put the generic version of this list up in September, covering the functions that travel well in any industry; a practice is the clearest case of it.

Which seats have an item number behind them?

Clinical hours, personal care, community access, anything a participant experiences in person. Those stay, they are priced, and from December priced slightly better.

The Honest Case For Leaving It Where It Is

The strongest counter is audit. Practice records are evidence, and a provider facing an NDIS Commission audit wants whoever prepared the claim reachable and accountable. Shared contractors taken on for overflow do fail that test, which is the case we put to the virtual assistant market in September. The answer is employment, not an Australian postcode.

Price The Half Nobody Funds

December lifts the price of the hours a practice cannot move and leaves everything else where it was. If you want the administrative half costed honestly, run one role through and read the number. Which roles in an allied health practice would you still refuse to fill from overseas, once the audit objection turns out to be about employment rather than geography?
