Employment Hero is an Australian HR and payroll system. Outstaffer employs and equips people across APAC and gives you the HRIS underneath at no per-employee cost. So the Outstaffer vs Employment Hero question is not a feature comparison. It is a question about which constraint is actually binding on your business this quarter: administration, or output per hour.
Most founders answer that by opening two pricing pages and counting features.
Both companies publish their prices, which is more than most of this market does, and the published numbers are worth reading side by side before you book a demo of either. Outstaffer's own borderless HRIS sits at zero per employee, which is either a good deal or a disclosure that the money is somewhere else. It is the second one.
What Employment Hero Publishes, And What Outstaffer Publishes
Employment Hero's Australian pricing page lists HR Essentials at $10 and HR Engage at $14, both with a minimum of ten users. Managed Payroll is an add-on at $20 per employee per month with a $400 monthly minimum. Rostering and Time and Attendance is $4, HR Advisory $14.
Outstaffer publishes $0 per employee annually for the Borderless HRIS, with no setup fees and no per-employee costs, and the upgrade path is employment through Outstaffer's own local entities rather than a bigger software bill.
What does the stack cost per employee per month?
Thirty people on HR Engage with Managed Payroll is $34 each, every month. That is $1,020 a month and $12,240 a year, for software that records what already happened.
Deloitte Has Just Told You Which Number Is Broken
Deloitte Access Economics released its Business Outlook on 7 October and cut its growth forecast to 1.7 per cent for 2027-28. Unemployment is tipped to reach 4.8 per cent in 2026-27 and peak at 4.9 per cent the year after. Underlying inflation stays above 3.0 per cent until the December quarter of 2027. Deloitte expects the Reserve Bank to add 25 basis points in November, taking the cash rate to 4.85 per cent.
The line that matters sits further down. Labour productivity growth has fallen from an average 2.0 per cent a year before 2008 to 1.2 per cent a year between 2008 and the pandemic, and measured per hour worked the economy is now smaller than it was at the end of 2019.
Growth came from more people, not better hours.
Where Outstaffer And Employment Hero Actually Differ On Cost
Run it on a thirty-person team paying an average $95,000. The ABS Wage Price Index rose 3.2 per cent over the twelve months to the June quarter 2026, 3.1 per cent in the private sector. On a $2.85 million payroll that is $91,200 more this year for the same output per hour, because productivity growth is running at roughly a third of wage growth.
The $12,240 software decision is 13 per cent of the problem. The $91,200 is the problem. No HR platform touches it, and borrowing against it gets dearer in November. We made the same argument against Deel three weeks ago and it holds here: the headline rate is not the number that moves your margin.
The Honest Case For Employment Hero
Employment Hero does Australian payroll properly, and Outstaffer's free tier does not. Single Touch Payroll, award interpretation, leave accruals, superannuation lodgement: if your thirty people are all in Australia and your pain is administration, Employment Hero is the better purchase and $12,240 is cheap against a payroll officer. That is a real answer and plenty of businesses should take it.
Where does an offshore hire change the sum?
When the role cannot be filled here at a price that works. An Australian HRIS was built for one country and one payroll calendar, and bolting a second country onto it is where the tooling stops helping.

Our position: if administration is your bottleneck, buy the Australian HR system and stop reading comparisons. If output per hour is your bottleneck, software is the wrong aisle, and you should run one role through the platform before you renew anything. The Outstaffer vs Employment Hero decision only looks close while you are counting features.
So which line on your P&L actually grew faster last year, your software or your wages?
