Hire the employment, not the hours. The question arrives in almost exactly this shape: I run a twelve person agency in Melbourne and need a designer offshore, what are my options. There are three, and two are the same thing under different invoices.

On 9 September M+C Saatchi confirmed the Parc-backed management buyout of its Australian and New Zealand advertising business would not proceed, saying a transaction "could not be concluded on terms acceptable to all stakeholders". By the next morning the trade press called it a closure. The instinct in every independent shop: wait a fortnight, pick up someone good on the rebound.

Outstaffer employs people for a living, so read this as disclosed interest: our fees are published rather than held back for a call.

That instinct is reading the wrong number.

The job that makes a designer has stopped being advertised

IAB Australia's 2026 Digital Advertising and Ad Tech Industry Talent Review, published on 2 June from 54 organisations surveyed in May, found the industry vacancy rate had fallen to 2.4 per cent, the lowest since tracking began. Entry level roles had fallen to 1 per cent of available positions. Forty nine per cent of advertised roles asked for six or more years of experience.

Read those three together. The industry is not short of people who can design. It is short of the jobs that turn someone into a designer.

The geography is worse if your lease is in Melbourne. Seventy six per cent of those roles sat in New South Wales, nineteen per cent in Victoria.

So is the senior local hire the safe option?

No, it is the expensive version of the same gamble. Someone released by a collapsing group carries holdco salary expectations into a twelve person P&L, and you will use that seniority on a third of your job bag. The rest is production, resizing and artwork, which is the work that should go first.

What the two offshore options actually cost

Virtual Coworker publishes an all-inclusive rate of AUD $12 an hour for a web or graphic designer, described on its own page as an inclusive hourly rate with no extra fees. At 38 hours that is $456 a week, about $1,976 a month, with the salary buried inside it. Outstaffer publishes Employer of Record from USD $250 per employee per month, no setup fee, no lock-in, salary on its own line. Same designer. Two invoices. One tells you what the designer is paid.

That gap is not an accounting preference. The IAB review put average salary increases across the industry at 3.5 per cent over the year. On an all-in hourly rate you have no mechanism to pass that on, because you cannot see the number you would be raising. You find out you were underpaying on the day the person resigns.

What happens if the placement does not work out?

You replace them, and the arrangement decides what that costs. An hourly engagement ends cleanly and takes the working knowledge with it. An employed designer sits inside your file structure and client history, and a replacement inherits both. The difference shows up in month two.

The honest counter, which is a good one

Hours are sometimes right. Design work is lumpy, and if your job bag empties for six weeks after a launch, paying for 38 hours you have not sold is worse than everything above. A quarter of the organisations IAB surveyed reported increased offshoring, and plenty are buying hours deliberately and are right to.

The test is your job bag, not your bank balance. Continuous work wants an employee. Intermittent work wants hours. It is the same argument as dedicated against shared capacity, arriving from the cost side.

Employ the production layer and keep the senior judgement local and part-time. The industry stopped making juniors years ago and will not restart because one group failed. A twelve person agency in Melbourne that needs a designer has one real option and two imitations of it.

If you want the version with a name attached, put one role through and see what comes back. Or wait for the redundancy list and pay Sydney rates for Melbourne work. That is also a decision.
