An hour of administrative work in an Australian business costs about $48.05 once superannuation is added to the wage. The wage itself is $42.90. That gap is twelve per cent, it is not optional, and since 1 July 2026 it leaves your bank account in the same week as the pay run rather than three months later.
Most founders can quote their agency fee to the dollar and have no idea what an hour of invoicing or chasing a debtor costs. They price the hire and never the hour.
Outstaffer sells a platform that absorbs some of this work, so read the next part as an interested party rather than a neutral one. If payroll admin has outgrown the spreadsheet, the borderless HRIS is the thing we sell for it.
The ABS already publishes what an admin hour costs
The number is not a model. It is measured, published and free.
The ABS Employee Earnings and Hours survey for May 2025, released on 23 January 2026, puts average hourly total cash earnings for non-managerial clerical and administrative workers at $42.90, on 31.5 paid hours a week. Across all occupations it is $47.90.
What does an hour of back office admin cost a small business?
$48.05 in AUD, at the national average, before anything else is added. Take the ABS figure of $42.90 and apply the superannuation guarantee rate of twelve per cent. That is $5.15 on top of every hour, and it is a floor rather than an estimate.
Run it out. One administrative head at 31.5 paid hours costs $1,513 a week, or roughly $78,700 a year, and that is wages and super only. Payroll tax, workers compensation, the software seat and the desk sit outside it. Two admin heads in a thirty person business is $157,000 a year that nobody has written on a line of its own.
Wages have moved since. ABS Average Weekly Earnings for May 2026 has administrative and support services at $1,950.00 a week, with all industries up 3.7 per cent over the year. The hour got dearer while nobody watched it.
Back office admin costs money weekly now, not quarterly
This is the part that changed in 2026 and the part most businesses have not felt yet.
Why did the timing change in July?
Payday Super started on 1 July 2026. Employers must now pay superannuation when they pay salary and wages, and contributions have to reach the fund within seven business days of payday, instead of being settled quarterly.
For two admin heads that is roughly $16,900 a year of super that used to sit in the account for up to three months. The annual cost did not change. The cashflow did, and the timing is what hurts a business already waiting on its debtors.
The honest objection, which is a good one
The hour is already sunk. Your bookkeeper is on salary whether or not anyone reconciles the bank today, so pricing the hour changes nothing about this month’s P&L. That is true, and it is the reason the number has never been calculated.
It stops being true at the margin. The moment the question is whether to add a third admin head, buy another seat of software, or move the function, $48.05 is the figure the decision turns on, and the same logic applies to what a hire costs once the statutory on-costs are added.
Concentration sharpens it. A firm whose whole back office sits with one person carries a single point of failure and a costing blind spot in the same salary.

Price the hour before you buy anything else
Count the hours your business spends on invoicing, payroll and chasing payment in a normal month. Multiply by $48.05. For most thirty person businesses it lands as one of the larger costs nobody tracks.
Then decide. Automate it, restructure it, or staff it differently, but against a figure rather than a feeling. If the total surprises you, price the same work as an offshore role and compare the two honestly. Super and payroll tax vary by state and entity, so get advice for your own situation first.
What does an hour of admin actually cost in your business, and would you defend that number to a buyer?
